Key responsibilities/duties:
Manage Projects and Personnel:
1.Exercise cooperation, tact, and sensitivity when dealing with coworkers and customers.
2.Help set department goals, standards, and policies.
3.Manage the work of other TC staff and oversee personnel matters.
4.Provide team-building and mentoring.
5.Facilitate and promote the professional growth and development of TC staff.
6.Schedule and report on TC group activities and task assignments.
7.Issue work assignments for documentation tasks and monitor the progress.
8.Monitor workloads. Reassign team members when tasks are stalled and when task loads are unbalanced. Negotiate to resolve issues when information for a particular project is not available.
9.Take remedial action when necessary to keep projects on schedule, such as extending a consultant contract, if needed, to complete a project.
10.Answer questions regarding the delivery schedule and content of particular documents or document elements.
11.Issue weekly status reports, including requests for additional input from other groups.
12.Issue project plans and periodic updates..
13.Monitor staffing needs for projects in hand, participate in staffing decisions, and supervise staff.
14.Provide recommendations to senior management for personnel requisitions.
15.Interview and provide input and hiring recommendations.
16.Train staff and monitor work. Advise and support staff. Resolve staff issues as necessary.


Lead and Mentor:
1.Lead the work of TC supervisors and staff members.
2.Be familiar with ** policies and procedures regarding personnel, legal issues, technology, and projects. Protect **’s legal and other interests.


Mentor supervisors on:
1.Designing, planning, scheduling, and executing document projects
2.Solving problems and building strong teams
3.Gaining skill in negotiation and advocacy
4.Solicit and review staffing needs for subordinate groups and/or projects in hand..
5.Provide recommendations to senior management for additional personnel requisitions. Interview and hire new staff.
6.Facilitate employee motivation and creativity.
7.Provide signature approval beyond the supervisor limit.


Requirements (indicate “must” or “preferred”)
Key skills & knowledge:
1.Speak, read, and write Mandarin as native. Speak, read , and write English fluently.
2.Have progressively responsible experience in complex technical writing, translating, and reviewing third-party translations, from English to Chinese and from Chinese to English (also known as global localization). Have related management or supervisory experience, preferably involved in telecommunications and international reporting in a US-based global company. Be comfortable managing and contributing to the development of large volumes of customer-deliverable documentation and data in English and Chinese.
3.Be willing to dive into technical document content details.
4.Be able to think strategically, politically, administratively, and discreetly. Be a proven team player.
5.Know how to use tools for managing and tracking projects, schedules, resources, and budgets. Be familiar with tools for document publishing (Microsoft Office and Visio applications, and Adobe FrameMaker and Acrobat). Be trained in and have experience with structured authoring, topic-based authoring, and writing for minimalism. Familiarity with a component content management system (CCMS), XML, and DITA is preferred, as is familiarity with Sharepoint and Microsoft Project.
6.Communicate excellently, both orally and in writing.


Relevant experience:
plus 9 to 15+ years relevant experience.


Qualifications:
Bachelors degree in English, English Translation, Computer Science, or Engineering.
